Personally, I still feel as if Isshu is based on America as a whole. But the debate is just getting silly at this point. There's evidence for both sides. No reason for either side to insult one another, with cries of "ignorant", "stuck-up", and other fun words.
Either way, it's really not going to make a difference when the game actually comes out.
